Uganda PDPO: complain about misuse of personal data, an unanswered data-access request or inaccurate information. This is a government data-protection route.
A suspended account alone does not establish a data-law violation. Identify the relevant Meta entity and actual data issue. Registration, breach notifications and individual complaints are different procedures. No reinstatement, deletion or compensation is guaranteed.
What to do
Identify the specific data problem and territorial connection. Where appropriate, ask the organisation to provide or correct the data and retain its response; do not present an ordinary account appeal as a data request.
Open PDPO’s File a Complaint route. The first page asks for the organisation, whether you are its customer, previous complaints, complaint type and a detailed explanation. It allows a registered organisation or Other; an absent name is not proof that you cannot complain.
Choose the category that matches the facts. The visible options concern an infringement of the Act (Form 11), inaccurate data (Form 9) or insufficient security (Form 6). Do not choose a category simply to obtain account access.
The portal lists later stages for the complainant, affected data, attachments, preview and confirmation. Their fields and attachment limits were not inspected because progressing requires entering information. Check the current requirements before sending necessary evidence yourself.
Read the privacy notice before filing. It says the complainant’s identity and complaint will usually be shared with the organisation concerned; do not assume anonymity. Review the submission and retain only a confirmation actually received.

Possible remedy
PDPO may investigate data-rights complaints and require corrective action within its powers. Section 33 provides a separate application to a competent court for compensation for damage or distress; a PDPO complaint is not a compensation award or a general account-recovery order.Sources for these requirementsConfirmed by the source
Section 1 covers processing within Uganda and processing outside Uganda of data relating to Ugandan citizens. Residence alone should not be substituted for the citizenship limb abroad. The applicable entity, facts and statutory scope require individual assessment.Sources for these requirementsPartly confirmed
Section 24(9) requires the controller to comply with a data-access request promptly and, subject to section 24(4), within 30 days after receipt. This is not an account-restoration deadline. No general complaint-filing or investigation deadline was established here; other rights have distinct time limits.Sources for these requirementsPartly confirmed

Keep account URLs, a dated chronology, the data request and reply, relevant screenshots, the organisation’s identity and the outcome sought. Explain the Uganda connection. Redact unrelated information; never send passwords or login codes. Ask what authorisation is needed if acting for someone else.
What to do after applying
No reply yet
Keep the submitted complaint and any acknowledgment or tracking number actually issued. The individual-rights page links to an Application Tracker. We did not test submission or tracking. The contact page’s 24–48-hour enquiry response statement is not a complaint-resolution deadline.
Your application was not accepted
Read the reason. A case outside the body’s powers, missing documents and a decision against your claim call for different next steps. Correct the stated gaps or follow the appeal instructions in the reply. Check the appeal deadline before submitting again.
You have a reply, but the issue remains
If the portal fails, use the official contact page to ask for an alternative filing channel. Ask for written reasons if a complaint is rejected. Section 34 provides a written appeal to the Minister within 30 days of notice of the Authority’s decision, with a copy to the Authority. Confirm the correct recipient and procedure promptly with PDPO or a local adviser; no appeal endpoint was verified.

Does every country have an account-recovery route?
We have not confirmed that every country has an account-recovery process outside Meta. This directory covers the listed countries, with options for data, payments, harmful content and, where available, account restrictions and court claims. Several links do not mean several ways to restore an account. We state when no suitable option has been found.
The review covers the entries in this directory. It does not establish that every possible route has been found. An accessible page, an applicable procedure and a successful outcome are different things.
How to use this directory
Different bodies handle different issues. A refused data request, a payment dispute and an account appeal involve separate procedures. Choose the one that matches your situation. The body you contact decides whether to accept the case and what action to take.
Each card shows when its sources were researched. No real complaints were submitted.
