The Data Protection and Privacy Office (DPO) is part of Rwanda’s public NCSA. This route concerns the processing of your personal data, such as denied access or correction. Keep an ordinary Instagram or Facebook account appeal separate.
NCSA investigates data-law complaints and has supervisory powers. Acceptance does not mean account restoration, content removal or payment. Article 65 places a claim for compensation for serious damage before the competent court; no particular outcome is guaranteed.
What to do
Explain the Rwanda connection and identify the controller. Article 2 covers local controllers and foreign controllers processing data of people located in Rwanda. Citizenship alone does not establish applicability. Do not relabel every moderation dispute as a data-law violation.
First raise the specific data issue with the company in writing; retain the request, date and reply. DPO’s guide permits escalation after 30 days without a response or if the response is unsatisfactory. If a reply arrives, check the appeal deadline promptly rather than waiting another 30 days.
The form asks for your name, ID or passport number, address, phone, email if available, controller and contact person. Give a dated account and requested action, add relevant evidence, and sign and date the form. A representative needs written authorisation. Send documents only to the authority, not ClearRules; exclude passwords and login codes.
Download the form from the official page. Its instructions say to convert the form and attachments to PDF, zip them and email complaint@dpo.gov.rw, copying dpp@ncsa.gov.rw. The guide also lists in-person contact and 9080; confirm alternative arrangements with DPO. Submission and acknowledgement were not tested.
Keep the sent files and delivery evidence; if no acknowledgement arrives, ask DPO to confirm receipt, giving the sending date. Article 64 allows a dissatisfied person to approach the competent court. Promptly check procedure, jurisdiction and time limits with local advice: those details are not verified here and the court’s outcome is not predetermined.
On 1 November 2026 we read public instructions, the French law text and the English PDF form. No complaint was sent or response tested. An accessible page and a passport-number field do not establish jurisdiction over every foreign dispute.
Your connection to the country matters, not your account language. Individual bodies have additional requirements.

All options by goal
Different routes seek different outcomes. Use a data or payment complaint only when that is the actual issue.
No confirmed process outside Meta has been found for this situation
This does not mean you have no rights or other remedies. Our country directory has no confirmed route for this particular issue. Start with the available Meta process, or choose another issue if it also applies to you.
Does every country have an account-recovery route?
We have not confirmed that every country has an account-recovery process outside Meta. This directory covers the listed countries, with options for data, payments, harmful content and, where available, account restrictions and court claims. Several links do not mean several ways to restore an account. We state when no suitable option has been found.
The review covers the entries in this directory. It does not establish that every possible route has been found. An accessible page, an applicable procedure and a successful outcome are different things.
How to use this directory
Different bodies handle different issues. A refused data request, a payment dispute and an account appeal involve separate procedures. Choose the one that matches your situation. The body you contact decides whether to accept the case and what action to take.
Each card shows when its sources were researched. No real complaints were submitted.
