Resolve a payment or service dispute (1)

  • Competition and Consumer Protection Commission (CCPC) — Consumer complaintsLocal body or procedure

Seek regulatory review of an unresolved consumer transaction involving misleading sales claims, unsuitable goods or services, or unfair terms. CCPC specifically warns about online sellers taking payment without supplying products.

Consumer transactions connected to Zambia, including online purchases. The Act applies to economic activity within Zambia or affecting Zambia. Identify the actual supplier and the transaction's Zambian connection; CCPC must assess jurisdiction and eligibility. A purchase from a Facebook or Instagram seller is not automatically a purchase from Meta. Name the actual contracting supplier. For a foreign supplier or a paid Meta service, explain the Zambia connection and ask CCPC whether it can handle the particular consumer claim. This is not a general moderation-appeal, data-protection or account-restoration process. Business advertising or services used to supply another service for payment may fall outside the ordinary consumer definition. The ordinary consumer route excludes purchases for resale, manufacturing goods for sale, or providing another paid service. CCPC says it cannot investigate a matter already in court or being investigated by another agency. Do not assume compensation for consequential loss or account reinstatement is available.

    What to do
    1. Complain to the seller first, state your desired outcome, and exhaust its redress procedure. Keep the response or evidence of attempted contact.
    2. Contact CCPC: complaints@ccpc.org.zm, toll-free 5678, WhatsApp +260 975873988, or an office in its official directory. Supply transaction evidence and explain why the seller's response did not resolve it.
    3. The CCPC homepage also links to its online complaint portal. The public entry requires sign-in and offers registration; use an alternative official channel if you do not want an account. No authenticated submission screens were verified.
    4. Keep your submitted copy and acknowledgement. Answer requests for missing evidence. If you use the downloadable form, complete the complainant portions as directed and ask staff about its printed triplicate requirement.

Prior seller contact and transaction evidence. CCPC's FAQ limits complaints on another person's behalf to stated minor, estate-administrator and incapacitated-adult guardian situations.

Possible remedy
Depending on the breach, the amended Act provides refunds, replacement or proper performance, and directions to cease unfair practices. A remedy is not automatic. CCPC's FAQ directs claims for compensation for loss to the courts.

Other ways to get in touch

Choose the option that fits. If you have already submitted a case, include its reference when following up.

  • CCPC consumer complaint email

Contact the seller first and include relevant transaction evidence. This link opens your email app; it does not send a complaint automatically.

  • CCPC online complaint portal

The public entry requires sign-in and offers registration. Authenticated screens and submission were not tested; email and office channels remain alternatives.

  • CCPC office directory

Use the current official directory to confirm the office, address and opening hours before visiting.

What to prepare

Assemble proof of payment, the order or agreement, relevant warranty, dated screenshots of the offer, seller identifiers and complaint correspondence. Write a short chronology and requested remedy. The published Form IV includes complainant and defendant contact details, an NRC field, supporting documents, and signature/date; it also contains officer-only sections. Ask CCPC which fields and copies it needs for your chosen channel rather than filling its authorisation sections yourself.

What to do after applying

No reply yet

CCPC publishes a 24–48-hour acknowledgement expectation and aims to resolve complaints within 90 days; complex matters can take longer. These are not a guaranteed outcome or a filing deadline.

Your application was not accepted

Read the reason. A case outside the body’s powers, missing documents and a decision against your claim call for different next steps. Correct the stated gaps or follow the appeal instructions in the reply. Check the appeal deadline before submitting again.

You have a reply, but the issue remains

If acknowledgement is missing, ask whether the complaint arrived, quoting its date and channel. Request the case reference, next step and eventual written outcome. Record any remedy promised and whether it was delivered. Section 60 provides a 30-day period from receipt to appeal a Commission order or direction under Part VIII to the Tribunal; obtain advice promptly about whether it covers your decision and the applicable filing procedure.

Does every country have an account-recovery route?

We have not confirmed that every country has an account-recovery process outside Meta. This directory covers the listed countries, with options for data, payments, harmful content and, where available, account restrictions and court claims. Several links do not mean several ways to restore an account. We state when no suitable option has been found.

The review covers the entries in this directory. It does not establish that every possible route has been found. An accessible page, an applicable procedure and a successful outcome are different things.

How to use this directory

Different bodies handle different issues. A refused data request, a payment dispute and an account appeal involve separate procedures. Choose the one that matches your situation. The body you contact decides whether to accept the case and what action to take.

Each card shows when its sources were researched. No real complaints were submitted.
